for seasteads were first formulated in the late 19th century, most prominently by Robert Etie, who believed that mariners could "shape the future of mankind" through radical solutions to pressing social issues. His seastead in Japan, which he named the Seasteading Institute, was built in 1989 and sunk to the sea floor in 1997. Although he continued his research into the economic and social viability of seasteads, he died in 2004 without any achievements. The Economist also describes seasteading as "a form of land reform that envisions individual autonomous states. A nonprofit enterprise called Seasteading Institute, in Palo Alto, California, started this off, proposing what it calls "decentralised, distributed power". It says that the cost of bringing electricity and clean water to remote islands is too high, so that seasteads would need to be self-sufficient and rely on their own resources. The property could be owned by anyone. The idea is to allow people to live according to their own rules, by their own consent, while also creating a startup environment. Entrepreneurs would be free to set up and to choose their own rules of governance. Some will be more democratic, some less. As the project grows, it will develop a range of useful services. Self-sufficient communities can generate and sell the energy they need (much of the world's energy is carbon-intensive, so that will be a welcome achievement). They can also make their own food and clothes, clean their own water, and build their own roads. If people want to, they can create their own currency, or they can choose to remain onshore, in which case their work would be for the benefit of the island's society." Robert Freitas, a major contributor to the idea of "seasteading" as an eco-social alternative to nation-states, a form of "social engineering" for the 21st century, argues that the basic idea is "to democratize the oceans. If the world is to be a global society it should be a global society with as little central planning as possible. There's no reason why all those projects at the bottom of the ocean should be owned and controlled by governments." Other seasteading projects, such as by Jerry Brown and Bill Gates, are in the more advanced stages of planning. They are part of a larger movement called the Seasteading Institute (S-I) launched in 2012 to address governance, business models, technology,
